The Law Enforcement Officers Safety Act (LEOSA/HR218) allows qualified active and retired law enforcement officers to carry concealed firearms nationwide.

Who Is Eligible?
For Retired Officers:
- Retired from law enforcement with good standing
- 10+ years of service (or retired due to disability)
- Annual qualification required
- A retired police photo identification card
For Active Officers:
- Currently employed as law enforcement
- Authorized by agency to carry
- Not under disciplinary action
- Annual qualification required
What to Bring - Range Training
- Eye Protection and Hearing Protection (Rentals Available)
- The firearms that will be listed on your permit
- Recommended: 3 Magazines | Speed Loaders
- 50 Rounds of ammunition for each firearm type you wish to qualify with
- Appropriate range attire: Close toed shoes. No V neck style shirts. Dress for the weather considerations, the shooting range will be outdoors on the day of your qualifications. Sunscreen, and hats are recommended.
- Hydration and Food – Range is not within walking distance of a convenience store bring snacks and waters.
Frequently Asked Questions
Do I need to qualify with every weapon I carry?
No. Under LEOSA (HR 218), your qualification applies only to firearms of the same or similar action type.
For example, if you qualify with a Smith & Wesson M&P 9 (a striker-fired semi-automatic pistol), you may also carry other similar striker-fired semi-automatic pistols, such as a Smith & Wesson M&P Shield.
However, that qualification would not automatically authorize you to carry a firearm with a different operating mechanism, such as a double-action revolver, because it is a different action type.
If you want to carry multiple types of firearms (for example, both semi-automatic pistols and revolvers), you must qualify separately with each type.
Do I need to qualify with different calibers of the same firearm?
For example, if you qualify with a Glock in 9mm, that qualification generally also covers you to carry other Glock pistols in different calibers, such as .45 ACP, because they are the same type of semi-automatic handgun with a similar operating action.
However, this does not extend to different firearm types or action systems. If the firearm operates differently, you would need to qualify separately.
Can I carry under LEOSA if I am a previous Law Enforcement officer?
Yes—but only if you meet LEOSA's requirements as a qualified retired law enforcement officer.
To carry under LEOSA, you must have a valid retired law enforcement identification card issued by your former agency. If you do not have this agency-issued ID, you are not eligible to carry under LEOSA.
Without qualifying under LEOSA, you must comply with your state and local laws, including obtaining any required concealed carry permit (CCW) where applicable.
Who can issue the qualification course of fire?
Under LEOSA (HR 218), the required firearms qualification can be issued by a qualified firearms instructor:
• A firearms instructor employed or authorized by a law enforcement agency
• A POST-certified firearms instructor (in states like California)
• A certified instructor at a law enforcement academy or training facility
• A private instructor who is recognized by a law enforcement agency to conduct LEOSA qualifications
Ultimately, the retired officer must receive a signed and dated qualification confirming they met the required standard within the past 12 months. Our LEOSA instructors fall under POST certified firearms instructors.
Will you issue my permit?
We provide all qualified officers with a copy of their qualification sheet denoting a successful completion AND a wallet sized card that denotes successful completion of the course of fire. The date on the qualification serves as proof of the live fire qualification. The date on the card must be within 1 year, must be carried with you, along side your department issued retired photo ID.
